Pre-order Civ6 or buying Civ5 complete edition on sale?

I have about 29,66$ in my steam account. So should I keep it and add some money to it to pre-order Civ6 (60$)OR buy Civ5 complete edition for 14,25$ for playing versus or coop with my friend?
