[Spoilers] Why Civil War ended perfectly (imo)
Let's start off by saying that 2 seconds after the movie ended, I hated where they left us. Literally my only goal for this movie was the team making up in the end (which sorta/sorta not happens). But as I though about the Accords, splitting the team really makes the most sense, both from an in-universe standpoint and as a set-up for the next movies.
So, the major arguments are as follows:
-
Pro-Accords: The government can be corrupt, but this way, we can subvert the Accords later. Plus this gives us a little more legitimacy, reassures the people we're supposed to protect, and it's not like they can stop us if we really want to do something. We do need some oversight, if only to make us step back really think about what battles to fight. Let's just smooth the ruffled feathers, etc.
-
Anti-Accords: The government is corrupt. Any sort of restrictions on us will keep us from doing the right thing if we need to. Yes, we're not infallible, but we're much better than the possibly (probably) HYDRA-infected government. Look at where trusting SHIELD got us. "The safest hands are still ours" etc.
Both are great arguments, and this is in no way a black and white issue. But that's where the team splitting up comes in. By having Tony (who, as we've seen, is really good at diversion and politics) running interference with the government and the missions that do get sanctioned with what's left of the Avengers, and having Cap lead a group that is outside the law that can do the missions that aren't sanctioned, the team effectively plays both sides.
The final scene where Tony keeps Ross busy during Cap's prison break hints towards how awesome this could be. With Tony's side telling the gov and the public "Look, we have no idea what's happened with Cap & co. and we're trying to bring them in, but look, we're working with the government." while actually helping Cap & co. nicely subverts the downsides to signing/not signing the accords and keeps the team working together, albeit in a more roundabout way.
As for the Bucky subplot, well, the dude's frozen again, which will, at the very least, give Tony time to cool down/get over his parents' death. Also, it would be a really awesome redemption arc for Bucky, where he learns to forgive himself as Tony does, ending with Tony giving Bucky a new arm. (That will take a while though.) Maybe Tony's side of things will be hinted throughout Homecoming, and Bucky's side throughout Black Panther (if they have enough screentime)
As a set-up, well, with the influx of new characters, splitting them as either 'legal' or not reduces the number of characters to juggle in one movie (not that that's really a problem, as demonstrated in CW) while also having the split nature of Infinity War parallel the team (One part for the outlawed team (so there's justification for why Thanos is not fully defeated. or something), the other where the rest of the team joins in).
I think it's the perfect way to a) let tempers cool, b) balance the many characters, and c) solve the Accords issue.
(or this is a massive misguided misunderstanding, and all of you are going to let me know how I'm very wrong down below. Have at it if you think so)
