Harbor Breeze Fan Issue

Moved into a new home. The room has a fan with a remote already installed. The controller does not work. There is no switch in the room for the fan or light. The fan has 2 pull chains; one for the light and the other for the fan.

When the light chain is pulled nothing happens, but when it is assumably in the on position when the fan chain is pulled the light flickers briefly.

Any ideas what it could possibly be?

Already replaced the bulb and cleaned the bulb contact with alcohol.
