Regarding Luck builds

Think I've pretty much covered every other build but I'm a little confused this time around as this seems to be a very unorthodox build akin to how bloodtinge was in Bloodborne. Was wondering if you guys could give me a little advice as to how I should approach this. Should I focus on bleeding or hollow infusions, do I mix in STR or DEX along with LUCK?

What are generally the best starting classes and weapons for said build? Anri's straight sword is an obvious choice but I also hear things about the sellsword/warden twinblades and the Carthus curved great/sword. Should I focus on being able to use all bleed capable weapons or just the ones that have less stat requirements, such as the twinblades? I think that is the gist of it. If there is any nuance I am missing please feel free to remind me.
