(GA) SIL land lord never responds to SIL when asked questions about the apartment

hi everyone. so I'm posting for my SIL because she doesn't Reddit, she barely understands it. I'm going to put a lot of back ground, so you can understand the situation. also, sorry for formatting, I am on my phone. tl;dr at the end for people who don't want to read all the background info.

my SIL, her fiancé, my husband and I moved into an apartment in August 2015. we signed a lease for a year, right away we noticed a lot of problems. it was dirty, windows wouldn't open, just not well taken care of. we didn't make a big deal (probably should have) at the time because we really needed a place to stay. so we just told her about it, and she kept saying she would come fix it.

in October, my husband and I moved out for reasons that don't effect this post. it was official, though. we got off the lease no charge to us, no charge to SIL. probably 2-3 weeks before we left, we noticed the 'popcorn' from the ceiling was falling down, as well as the ceiling 'drooping' (best way I can describe it). we took pictures and sent them to the Landlord, and she told us she would get it fixed.

(I just want to add this in here. the landlord is very air headed. the whole time we were trying to get this apartment, she was half-ass listening to us, I'm honestly quite sure a lot of the process was done half assed. she is NEVER at her office, she NEVER answers her phone. we tried moving into another complex she managed, but she told us not to because we looked like nice girls and that place was full of drugs, that's when she showed us the apartment we ended up moving into. basically what I am trying to say, she was VERY unprofessional but we were young and dumb and thought we were lucky getting a 'cool' landlord and we needed to find a place fast and didn't have many options.)

so she never got the ceiling fixed, and we moved out and I guess the ceiling kept getting worse but not bad enough where my SIL thought it was unlivable (after all, it was happening in our room not hers, it didn't effect her).

several more things happened after we left. they had a bug problem, a water problem, a problem with the neighbors dog. she always contacted the landlord and the landlord would either not reply, or would say she would 'fix it this week'.

the apartment has a small back patio on the second story, (it's really tiny, probably 6x6). It was always really gross. the woods just nasty, really needed to be redone. mold on the wood, when it rained it got worse. we told her about it but she never really did anything. well a few weeks ago, I was over there and we were sitting on the back patio (just 3 of us) and one of the chairs they had back there fell through a piece of wood. like straight through, and the wood fell down into the downstairs patio. it was very scary, because someone was sitting in that chair when it fell through and it made their chair tip over.

well, my SIL took a picture and sent it to her landlord and all her landlord said was to not go out there, she would get it fixed this week. that was several weeks ago and she still hasn't got it fixed.

now this brings me to what made me write this post. the neighborhood isn't great, it's gotten a lot worse from when we first moved in to now. lots of trashy people of every race and back ground there. someone from one of the other apartment complexes pretended they lived at SIL apartment and did some sort of drug deal (they took someone's money promising drugs later) well I guess the person never got the drugs and they went to my SIL apartment and threatened to shoot everything up. it was bad, several people came accusing my SIL of hiding the drugs, of stealing money, of hiding the people who made the deal. my SIL ended up calling the cops but not before they were harassed several more times. SIL, her fiancé and new roommate (who is SIL cousin so he's family) have been staying with me since then. they contacted the landlord but, of course, she has not responded. they do not want to stay there anymore, and I do not blame them. but they can't stay here forever, I'm having a baby soon and have no room.

I guess my question is, is there absolutely anything they can do to get out of this apartment and find a new one ASAP? we have been looking all over, but this area has a lot of for sale homes, not for rent. I'm not racist in any shape way or form but they are 3 little white people in a predominately black/Hispanic area. they can't continue living there.

tl;dr: SIL has been having problems with her apartment the whole time she's lived there. constantly telling landlord but landlord always says 'will help later this week'. Friday nights threat was the last straw. what to do???
