My colleague got a promotion and didn't get a pay rise, I suspect im next and worried Ill get the same fate. is this normal?(ISR)

I've been working at a High tech company in Israel for around two years and my colleague recently got A promotion and told me they said that since he had a raise fairly recently he wont get one till the next half year. This new position is harder than the current one I suspect I may be next in line, Is there a way I can try to negotiate a raise without sounding unappreciative of the promotion? Would it be stupid of me to reject the promotion because of no pay rise?
