How do I unlock charms?

I wanted the silver charm to go with my platinum weapon skins, so I reached silver one and thought I had to complete all silver ranks to get it, so after awhile I made it to rank gold one but I still don't have the silver charm, does anyone know how I am supposed to get the silver charm?
