New player here. Is the main quest line from the Orsha start supposed to be..this lacking?

So I just recently started this game because I got a severe case of nostalgia for RO like games. Made a quarrel shooter (kill me now) that started in Orsha. I soon became underleveled for the yellow quests even through I been fully exploring the maps and talking to every NPC I can find for sidequests. Then me and my buddy decided to tele to k(however u spell it) town and started the main quest line there and we were wowed by them. So much more bosses, better quest rewards, more introduction to game mechanics like item upgrades and crafting. Much prettier areas, way more sidequests. Much more interesting story.

Is Orsha just unfinished?
