[SECRET]Continuing Project SHIELD development

The Sino-Soviet Project SHIELD, or the development of navalised railguns and direct-energy weapons, has ended its first phase of development.

A 58 MJ model railgun, with the Soviet operating name of Project Vodovorot, has been developed from the programme. Soviet project heads wish to continue development of the Vodovorot, with an end goal of achieving a 85 MJ railgun model, within five years. We estimate that this project would cost roughly 15 Billion Dollars.

Soviet-designated Project Legkiy, meanwhile, resulted in an 85KW capacity Direct Energy System. We would like to continue development, to increase the capacity of these systems to 120KW, within four years. We estimate that further development of these systems would cost 7 Billion USD.
