~$700 build budget with these requirements. Suggestions?

Hey. I would like to run -photoshop, -multitrack music recording in audacity or ableton, -emulate n64, gba, xbox 360, gamecube -stream netflix etc. -create and run MEAN stack apps

I'm new to this and looking to bid my first pc. I've heard it's fun and the best way to go. Any advice and lists of parts would be great. 12-16gb Ram and a big enough cache would be great. I currently have a laptop with 12gb and it runs most apps well but the graphics card blows and is integrated so I'm screwed there. Haha. Thanks so much, folks!
