[PC][Mid 2000's?] Yellow Round People In a 3D Bird's Eye View Puzzle Game

Genre: Puzzle

Estimated year of release: 2003ish (possibly earlier)

Graphics/art style: Very cartoony and round

Notable characters: There were a bunch of these yellow round guys that lived in a village, there was one with a tophat. You unlocked more as you progressed I think.

Notable gameplay mechanics: From a bird's eye view you would move these characters around and solve puzzles by pushing boulders to clear paths and such. There were enemies you had to avoid I believe.

Other details: In the over world map there were gates where you had to pay stars or coins or something that you got from clearing levels to proceed.
