Fligg's slave mod not working properly?

I installed this mod recently and the instructions were straightforward, unzip the files to the data files folder. Except there was only 1 .esp in the mod and the readme, so I decided to just put the esp in the data files because the readme is a readme and not a script or anything. When I tried out the mod some NPCs duplicated (the slave trader in Molag Mar) and the other slave traders didn't really do anything, their Barter inventory was totally empty. Anyone else have this issue? I don't know what could've gone wrong since there was literally 1 esp in the folder and the readme, nothing else. I also have no other mods that deal with slavery so I'm not sure what could be conflicting with it.
