Ability to manage planet tiles in sectors?

Hey there I cannot manage planet tiles in sectors in my multiplayer game but it works just fine in single. The only change to the species i'm playing is use warpgates instead of hyperlanes.

I did some research and people say I shouldnt be able to manage it. But I just checked again with my other save and I can. So whats the deal
