Break Policies

Is there a policy about where you can go for break? I usually just sit on the little benches in the shoe section because I don't have a car and it's usually more quiet than the break room. A manager told me that I had to go to the benches in front, my car, or the break room? I wasn't sure what the big deal was... I get that it may look lazy or possibly considered loitering, but I didn't think I was bothering anyone. What if I had just been up looking at the shoes?
