Pedro Kantor got the shaft!

Is it just me, or is it ridiculous that Pedro cant be taken in the Sternhammer detachment in anyway? He's a chapter master of one of the major successor chapters and the sternhammer looks like it would be perfect for him.

What the hell GW?!
