How to make an animated desktop friend?

I don't know how to word it better. I basically want to use rainmeter, or maybe even another program, to animate a sprite or something similar that responds to basic functions and follows the cursor. Maybe even have it speak basic sentences.

I remember seeing a post that had the ghost from Destiny centered and it would move and follow the cursor. I want something similar to that. I'd source it for reference, but it was like half a year ago that I saw it, and I can't find it now.

Any ideas?
