Help with 'Hostile fort' - Cannot move through my provinces

I am playing as england and just concluded a war with france. I am trying to move my armies back across the channel, but whenever I click to move them it says Land Movement Blocked by Hostile fort - however, I am not at war with anyone and I am trying to move between two of my own provinces! How to fix?
