Tempest time is doubled sometimes?

Sometimes the tempest works fine for me, but other times it clicks twice and sounds like it's being loaded twice and takes twice and long to shoot. What's causing this? I've noticed it's mainly after I sprint and I've died and lost my tempest several times because of this.
