[Possible spoilers] Hocus Pocus

I want to know what is the real function of Hocus Pocus. Its desc says "Chances to transform enemies" but, each time I used it, the enemies doesn't get changed. I think it's not its real function, because, twice, something killed the whole enemies party. I suspect the Hocus Pocus is "Chances to kill all enemies", but it should be confirmed.
