[PS4] 8 out of 10 summons fail; then block me from sitting at bonfires...

Is this a common occurrence on all platforms?
I can see all sorts of summons signs but the only ones that work consistently are red/purple.
Try to summon a white/gold and it almost inevitably "fails to summon", all summons (except red/purple) disappear AND THEN I can't even sit at bonfires for a good 3-5 minutes to refresh the signs that magically vanished.
The game acts like it's still in the middle of summoning or I've been invaded, which I haven't.
Do I just have a really shitty connection? or is the summon system really that broken?
