Question: Text effect (Billboard awards 2016)

I can't find the video at the moment (on mobile ) but the commercial for the 2016 billboard music awards had this awesome glowing text effect that is sort of...bright white with a rainbow glow? I'm not sure how else to describe it but it looks freaking magical.

Anyone know what it's called or how one might go about replicating it? Sorry if this is vague, on the road and it has been bugging me all day.
