GTK Themes Broken in Debian Testing

I'm running GTK 3.20 and none of my themes are working. Occasionally Raleigh and Redmond work, but after a little bit UI elements start disappearing like the scrollbar, etc. I know that there are some themes that work because people in this thread talk about working themes. Someone mentioned that Arc works, but it doesn't for me. What is wrong with Debian?
