Extension for formatting specific text?

I use a variety of issue/bug tracking sites, and get lots of emails referencing specific ones. I'm looking for an extension that can find issue IDs on a page and apply formatting to them. Specifically...

• Find text like " JIRA-###", format as link to "http://jira.example.com/browse/JIRA-###"
• On page "http://jira.example.com/list" find text "ccntmnky@email.com" and change background color to blue.

Does this exist?
