Inexperienced Singed player looking for advice.

I'm not a Singed main, but I want to become an avid Singed player. I've always felt like he's a really strong champion, but I never committed to learning him because he has such a massive learning curve. I don't know how to be uncatchable, while being inescapable at the same time. I'm open to receiving tips of any kind, both short and in-depth ones, that would help ease my way into playing this champion. Runes and masteries for a beginner? What matchups I should be picking Singed into that would be easy for me? The best build for a starter Singed player? Here are some builds I've thought up myself. http://puu.sh/p9pR9/232a695a94.jpg http://puu.sh/p9q1C/60b4d4b36d.jpg
