Help, HUD gone, '-' and '+' do nothing

Googled around but couldn't find anything else other than + and -. I started a new game and the HUD shows up just fine now. I'm only 2 or 3 missions in.

This save is under dev mode for some reason, but having the achievements disabled isn't a big deal, just mentioning it in case its related or in case there is a console command that I can use.
