My 4yo sister has a little lump on her arm for 3 months, I'm worried (Photo)

It's not anything gross, just a little lump, a little translucent and bubbly. My mother is very carefree about it and I want my sister to be taken to the doctor to get checked. She says it isn't painful or anything its just there
