Code review: basic program launcher program

I've been tinkering with Python 3 and decided to write a simple program here that starts a bunch of programs I use every day for work. It's really basic but I'd appreciate any critiques or feedback. Thanks.

EDIT: thanks again for all of the great feedback, my final version is here. My favorite suggestion was the reversing of the loops, using the timeit module I could see that doing that shaved around 30% off of the execution time!
