Big buyers Q

Would a big purchaser of say $1 million (yes, maybe ridiculous) worth of BTC seriously alter the price in an immediate way?

Just my interest as I see many speculate that govt or big firms may get involved in a kind of 'arms race' due to the limited # of our favourite coins.
