I'm not getting notifications for messages on iOS 9.3.1

My 5s isn't getting notifications for messages so I end up messing them. I can see them in my messages app when I open it but I don't receive the notification. Do I have to upgrade to the latest version to fix this? I've already rebooted my phone and restarted my iMessage and it didn't help. I also get notifications from other apps still. Thanks.
