Error when trying to buy international battle pass as gift?

I'm trying to buy it for a friend of mine. I am trying to buy it in game, I go to that tab, and I want to buy lvl 1 pass as gift. When i click, first it says something like "retrieving gift information", then after 20-30 it says "error while trying to communicate with server", not sure what exactly... I tried restarting dota, restarting steam, same thing happens...
