Toshiba satellite with Windows 10 restore issues

I have tried to reset my toshiba satellite L55D-c5269 and have been having issues. I started by going to the settings and doing the reset that removes all apps but saves the data, it started fine and I left it alone for an hour and when I came back all that I have seen is a black screen with the num lock and caps lock lights on, it doesn't sound like the HDD is spinning but I can hear a fan going. What could be the issue? Is it the Hard Drive? Please help me out I'm trying to sell my laptop so any advice is helpful! Thank you
