Cut unevenly into scrotum (nsfw pic)

I've been restoring for about 10 months now and made quite good progress on the dorsal side of the shaft. However, my circumcision was very severe in it's removal of outer skin and I was cut so low on the ventral side of my shaft that I literally have no remaining external skin. (see photo) It's just inner skin -> scar -> scrotum skin.

At first I thought I'd be able to tug this area to grow scrotum skin and that it might act as external skin but no matter how much or in what way I tension this area it won't grow along the shaft. What little skin I have grown here simply bunches up at the bottom of my penis where it meets the scrotum. The only thing that will grow on the bottom is my inner skin, which doesn't create an authentic looking foreskin and is far too loose to stay forward over my glans at all. Is there any hope for me, or is it unavoidable that I will need cosmetic surgery and a possible skin graft in this area? Has anyone else experienced this?
