FDL>Vulture....

So last night I got interdicted by a FDL while on my way to the rings to work on the bounty hunting community goal. He had no shield and was at about 99% hull. In my vulture with nice 5A shields boosted, I ran and gave him a few choice words. (He already had a small 20,000something bounty) I dropped into a nearby ring system and worked bounties for about 45 minutes or so. On my way out and returning to a station to turn this in, the same pilot in his FDL found me and pulled me out. I was on one shield ring and 60% hull so I wouldn't be able to run this time. In my attempt to at the very least make him have to limp away, he went with ramming. Several of the passes including the one that destroyed my vulture seemed to narrowly miss but still did damage. Whats going on here?
