Can someone clarify +15 to +20 for me?

Im at around 4 pieces of +15 im starting to look at upgrading from green to blue and onward. I know its best to wait to go from green to blue before +15, but what about 16 though 20? Should i continue waiting? or do it now? Im not completely familiar with what happens with the next few levels.

Thanks.
