Updating to W10 problem. Stuck on restart screen no peripheral power.

I have tried updating to win10 a few times and j get the same problem. It'll download and say its finishing the instal and then restarts. But as it tries to reboot it gets stuck on my motherboard screen, ASROCK, and I will have no power to my keyboard and mouse. Any suggestions would help. I am pretty good at Google fu and I have yet to find a good solution to my issue.
