Cant get open nat xbox one, what am i missing?

i have followed every guide i could find and nothing has worked.

Xb1 is static, instant on is turned off, this is a fresh install of 2.3.1.

xb1 i believe is a gen 1, it was purchased in a holiday bundle 2 Christmas's ago. ps4's and 360's have no issues, upnp just works for them.
