[2.3.0] Why does one of champion's 4 point notable do the same thing as taunts in general?

Taunts are being changed a bit and one of the changes is that taunted enemies do 10% less damage to targets other than you. Also champion's taunt path was changed to do exactly the same thing. It seems pretty boring if it is just suppose to be a stacking effect.
