[TOMT] [MOVIE] old family movie about a girl who learns how to ride from a boy and becomes a champion (classic underdog/ugly duckling)

It's an older family movie type of film (90s), there's a teen girl who wears glasses - the classic 'ugly duckling' who wants to ride and compete, her rival is of course this rich perfectly made up blonde who gets lessons from a guy - the young, handsome trainer. Girl ends up befriending him and getting lessons too, and becomes a champion. They're riding western. I cannot for the life of me remember the name of this film! It's very cute, there's a sweet teen romance factor as well.
