Advice needed for neighbor's neglected dog
We live in an apartment complex. For some ungodly reason, our neighbors decided to get a puppy, a female black lab. Fast forward a few months. She's adorable, but it just seems like the owners neglect the dog. I haven't seen them take the dog out for a walk in ages (or much at all when they did). Instead they throw it out on their patio for hours upon hours where she ends up pissing and shitting all over the patio. There are no signs of physical abuse (like beating the dog), but I can't see how this is good for her. They don't leave water out for it (we have), and one time just threw some kibble on the ground for it.
My husband called 311 yesterday and had a report filed, then called them back today. They said they contacted the neighbors, but that's all at this point.
The dog has been on the patio all day today (9 hours at present) and I strongly believe she has been out there since last night (even during the bad thunderstorms/thunder/lightning). No response to our knocks on the door.
Is there anything we can (legally) do?
