Causes for random scrolling on Home Screen at start up?

For some reason, whenever I turn my New Nintendo 3DS XL on, sometimes it works fine but other times when it loads up, it's as if the down arrow on my D-Pad / Circle Pad are being held down. It just keep scrolling down my homescreen but comes to a hault at the same place, after the same amount of scrolls each time.

I cleaned my touch screen and cleaned the buttons, and they all seem to be working fine. Does anyone know how to fix this?
