[SERIOUS] How to deal with a barking dog?

I'm on the verge of losing it. Neighbors have a stupid chihuahua that they keep locked in a room in their apartment all day long and it barks while in there, day and night. I tried talking to its owner but they claimed it was "their a RIGHT to have a dog" to which I responded that "it was my right to have peace while in my home"... They did nothing to keep the goddamn thing quiet. Not sure how to deal with it and cops sure as hell won't do crap about it.
