Painting Technique Help

Hey Learn Art, I am wondering if anyone would know how to achieve this effect painting. I am wondering which type of paints, brushes, and technique would help recreate the look of the paintings.

Also this one too, it's a little different.

I just started painting and this style is really what I'd like to achieve. The artist is Herbert Creecy.

Thanks!
