Processing level 30? anyone actually do the quest?

Did a google search for an answer and the only things I have seen are people asking about it with ZERO actual answers being given. I have also asked in game on 3 different servers to get no answers from anyone.

I have done all previous processing quests, the black spirit is sending me to Jeron for the quest and I do have level pro 7 in processing...he is not giving me the quest. I even went and did all the quests at the castle just to see if that was the issue and a hidden pre-req to get the quest. Still nothing.
