Why won't my computer on? It freezes on start up. [photo attached]

The issue: whenever you turn it on, it freezes on this page^; even after waiting for a long time. I don't know what's causing it. It is my mom's computer. It is a Dell. My mom thinks it's because my aunt put in her hard drive before turning on the computer. Ever since then, it does not start. I'm not sure.

Thank you for your time.
