What would happen if the POTUS *did* apologize for a past American action?

There was a big ruckus that Obama apologized for the nuclear bombings to Japan, even though he didn't (apologized for a Japanese woman being murdered by a Marine).

What would happen if he did though? Would the US be held liable for something? What else is the US refusing to acknowledge fault for and why?
