[TOMT][Game] The Wii game where you play as a blob and paint a city.

Hey, I was just thinking about this game earlier but couldn't remember what it was called. It was a PEGI 3 or 7 and you played as a blob who had to paint a city and save its multicoloured citizens after it was drained of colour by some evil corporation or something. The city begins entirely white and I think the company's soldiers are monochrome. The blob is blue on the cover art, but can change throughout the game. Thanks!
