Is the Cintiq 13 still a good model and does it run Windows Apps?

Specifically what I was looking for was say One Note or Microsoft Paint... I was wondering how exactly this thing worked, if it worked like an extended-display or if it only ran the drawing/canvas portion.

I ask because I'd like to program the program that interprets the drawings but I don't know if it's "firmware" specific eg. not the host operating system that this thing connects to. Or does it have it's own OS, what is it?

I was looking at the site.

This drawing tablet looks awesome, but I'm wondering if I should go with a Surface Pro or this... (I'd have another computer as well a laptop, so it seems redundant to have both the SP and this with regard to drawing capability).
