How accurate are the statistics on the rank distributions?

For example I'm currently rank 15 and it says that puts me within the top 30% of players. Is this really true? I'm a new player and everyone I know who plays HS usually end up rank 10 or higher so I don't feel like I can possibly be within the top 30%.
