Not eligible for rehire?

I quit Wal-mart about 5 years ago after I took maternity leave because I had a daughter born with Down Syndrome and she'll be in school soon. Well there will be a new Wal-mart opening soon right by my house and my old assistant manager from my old Wal-mart will be the store manager there and asked me to apply for department manager, well I've tried to apply and it said "You're not eligible for rehire. Contact facility manager." I contacted him and he said he couldn't change it, it was labled "terminated and not eligible for rehire for attendance/no call no show" after I told them I had to quit and told me to contact market HR or open door policy. Maybe I didn't put in my 2 weeks notice after I got off of maternity leave? What would I've done? I had no one watching my daughter and my husband is a truck driver don't know when he would of got home. Now since my parents bought a house and moved closer to us my mom said she'll watch our daughter. I've contacted both and haven't heard back from them in 2 weeks. What should I do now? Call corporate or something? or keep calling them back? I've worked at Wal-mart for 11 years and been working there since after I graduated high school and I started out as a cashier, I've worked in claims department, and before I quit due to taking care of a special needs child I was an asset protection associate.
