Should Bastion get a "Wind up" for his gun in turret mode?

It just occurred to me, being on both sides of the equation, I think "winding up" the turret would make Bastion a bit more vulnerable while forcing bastion players to start strategically prioritizing targets vs. the current spray and pray plays.

Just a thought.
